Systems are shaped around the team's process rather than the other way around, and the handoff layer is scoped up front: who owns an exception when an agent declines to act, which system wins when two sources disagree, what counts as done and who decides. That layer is the difference between a system that survives the next model release and one that gets rebuilt every time a provider ships something.
